Establishment of the EMS Command & Control Centre of Vientiane Capital (CCC) in Laos

<Background of Activities>

In this project, the National Mittaphab Hospital, the counterpart institution, took the lead in establishing an emergency medical system based on two other central hospitals (National Setthathirath Hospital and National Mahosot Hospital) and five government-approved rescue organizations* to operate 1195. The Command and Control Centre (CCC), which receives 1195 calls, plans to use the Emergency Medical Service Support System (ESS) developed and introduced in this project to check the availability of ambulances and hospital reception capacity, and send call records to the emergency teams heading to the scene. These technologies will enable the management and efficiency of the process from receiving emergency calls to recording the situation at the scene and transporting patients to the hospital.

<Contents of Activities>

In establishing the CCC at Mittaphab Hospital, it was decided, after discussing the operational structure with the hospital, that one “Medical Director” to oversee the process from dispatch to hospital arrival and two “Dispatchers” to receive emergency calls and issue dispatch orders to the emergency teams would be stationed there.

Subsequently, training for both roles (details on a separate page) was conducted under the guidance of experts from Khon Kaen Regional Hospital in Thailand and Japan, and 1195 began operation on October 16, 2023. This enabled the dispatch of the most appropriate ambulance to the scene and the quicker transportation of patients to the hospital.

However, due to financial challenges and other factros, continuous operation became difficult, and as of May 2024, the operation has been suspended. In response, JICA and the implementing organization of the project made recommendations to the Ministry of Health, Lao PDR and Mittaphab Hospital requesting their continued response, and the project was terminated.
